Manvel Police Department Introduces New Public Safety
Information System

Manvel
Police Department, consisting of 13 sworn officers and
five civilian employees, has completed installation of a
suite of new public safety software from Executive
Information Services, Inc. The new applications are now
operational and include computer assisted dispatching
(CAD), mobile digital communications (MDC), and records
management (RMS).
According to Ralph L. Garcia, Chief of Police, “this
infrastructure will bring the Manvel Police Department
to the forefront and will serve the Manvel community
well into the future. PSNet is a system that can grow
with us.” The new software is designed not only to meet
State and Federal reporting requirements, but also to
improve the operational efficiency of the Department and
substantially enhance its investigative capabilities.
Mr. Ethan Bell, the City’s IT Manager, was responsible
for the selection and implementation of the
applications.
The
computer assisted dispatch system is a high performance
on-line, real-time computer system designed to automate
operations in the emergency communications center. This
software helps insure that correct responses are sent to
the right location as quickly as possible for the
citizens of Manvel. It also provides information to the
first responders that both protects them and helps save
lives at the scene.
The
records management system automates the flow of crime
reports and other paperwork within the Department. This
helps the agency meet mandated reporting requirements in
a cost effective manner. It also provides a
comprehensive investigative database that helps the
Department solve crimes and protect the public interest.
The system is optimized for investigative and reporting
purposes. A key goal is to make data available to
investigators and to help agencies identify crime
trends, community-policing problems, and identify and
apprehend violators.
The
mobile data system extends the capabilities of the
records and dispatch systems to the police vehicle. This
allows officers to obtain the benefits of automation in
the field without having to come into the station to use
the system. It also provides secure and fast digital
communications and automatic vehicle location using
satellite based GPS receivers. This provides both
efficiency and safety for the field officer.
Many of
the modules are also supported via the Internet,
allowing the agency to extend shared access to other
agencies and authorized individuals in the area.
Manvel Police Department
The Manvel Police Department serves the citizens of
the City of Manvel in Texas. It is the mission of the
Manvel Police Department to provide a hospitable working
environment wherein employees can pursue the goals of
reducing crimes and the fears thereof as well as improve
quality of life through solutions and community oriented
policing techniques that comply with State statutory
requirements and the United States Constitution. The
City of Manvel currently has a population of less than
five-thousand, but is projected to be the largest city
in Brazoria County within the next 10 years.
