Patrols and assigned area, on an
assigned shift, in a motorized vehicle while
performing law enforcement and regulatory activities
and performs related work as required.

Must prepare investigative and other reports,
including sketches, using appropriate grammar,

Must be able to read and comprehend legal and
non-legal documents, including the preparation and
processing of such documents as citations,
affidavits and warrants.

Must currently have and maintain a valid Peace
Officer certificate from the Texas Commission on Law
Enforcement Officers Standards and Education.

Must have and be able to maintain a current and
valid driver’s license issued through the Texas
Department of Public Safety.
-
Must be able to operate during both the day and
night; in emergency situations involving speeds in
excess of posted limits, in congested and all other
traffic conditions and in unsafe road conditions
caused by factors such as fog, smoke, rain, ice and
snow.

Must be able to maintain a motor vehicle, performing
minor repairs as needed.
-
Must be able to load, unload, aim and fire, from a
variety of body positions, handguns, shotguns and
other agency firearms under conditions of stress
that justify the use of deadly force and at levels
of proficiency prescribed in this agency’s
certification standards.
-
Must be able to patrol an assigned area using good
vision and hearing powers of observation to protect
life and property, establish a police presence,
detect criminal activities, detect suspicious
circumstances, detect traffic and city ordinance
violations and take appropriate action as required.
-
Must be able to engage in law enforcement patrol
functions that include such things as working
rotating shifts, weekends, holidays and any other
date or time deemed necessary by the Department;
walking on foot patrol and physically checking the
doors and windows of buildings to ensure that they
are secure.
-
Must be able to respond to a high number of calls
for service with tact, good judgment and common
sense; must exercise independent judgment in
determining when there is reasonable suspicion to
detain, when probable cause exists to search and
arrest and when force may be used and to what
degree.
-
Must be able to calmly handle emergencies and tense
situations and know when to use such skills as tact,
understanding leadership and firmness; endure verbal
and mental abuse when confronted with the hostile
views and opinions of suspects and other people
encountered in an antagonistic environment.

Must be able to detect criminal and traffic
violations, make violator contacts, issue citations
or warnings and place violators in custody, as
appropriate.
-
Must be able to determine sufficiency of evidence to
justify a search and/or an arrest.
-
Must be able to affect an arrest, forcibly if
necessary, using handcuffs and other restraints;
subdue resisting suspects and using maneuvers and
weapons and resort to the use of hands and feet and
other approved weapons in self-defense.

Must be able to process arrested persons to include
taking their photographs and obtaining a legible set
of inked fingerprint impressions.

Must be able to process and transport prisoners and
committed mental patients using handcuffs and other
appropriate restraints.
-
Must be able to conduct accident and offense
investigations and write required reports being able
to operate and manipulate computers and keyboards.
-
Must be able to perform rescue functions at
accidents, emergencies and disasters to include
directing traffic for long periods of time,
administering emergency medical aid, lifting,
dragging and carrying people and animals away from
dangerous situations and securing and evacuating
people from particular areas.

Must be able to gather information by interviewing
complainants, witnesses and other individuals to
establish a network of information to determine the
validity of a complaint, to obtain information to
use as evidence in prosecution or to obtain
information necessary for continuing an
investigation.
-
Must be able to detect and collect evidence and
substances that provide the basis of criminal
offenses and in fractions and that indicate the
presence of dangerous conditions.
-
Must be able to perform lawful searches of people,
vehicles, buildings and large outdoor areas which
may involve feeling and detecting objects, walking
for long periods of time, detaining people and
stopping suspicious vehicles and persons.

Must be able to conduct visual and audio
surveillance for extended periods of time.

Must be able to pursue fleeing suspects and perform
rescue operations which may involve quickly entering
and exiting law enforcement patrol vehicles;
lifting, carrying and dragging heavy objects
including persons, animals or other things; climbing
over and pulling up oneself over obstacles; jumping
down from elevated surfaces; climbing through
openings; jumping over obstacles, ditches and
streams; crawling in confined areas; balancing on
uneven or narrow surfaces and using body force to
gain entrance through barriers.

Must be able to operate and manipulate computers and
keyboards to accurately complete reports as needed.

Must be able to extinguish small fires by using a
fire extinguisher and other appropriate means.

Must be able and willing to wear the uniform of the
Manvel Police Department and meet the Department’s
grooming standards.
-
Must be willing to work shift-work, weekends,
holidays and any other time deemed necessary by the
department.
NOTE:
The successful applicant must be able to perform all
of the above essential job functions of a police
officer, unassisted, and at a pace and level of
performance consistent with the actual job performance
requirements. This requires a high level of physical
ability to include vision, hearing, speaking,
flexibility and strength.

Work is performed under the general supervision of a
Police Patrol Sergeant.

Minimum Education and Experience to Perform to Job:
-
Minimum of a
High School diploma or G.E.D certificate.
-
Two years prior full-time patrol experience
preferred, but not necessary.
-
Knowledge:
Must posses knowledge of modern
police methods, traffic, criminal and civil laws and
regulations, Departmental policies and procedures
and court systems and their procedures, knowledge of
safety regulations applicable to motorized vehicles
and equipment; knowledge of radio communication
procedures; knowledge of routine vehicle and
equipment maintenance; knowledge of City codes and
ordinances; knowledge of the geography of the City.

Skills:
Skill in
the use of firearms, radio equipment, photography,
video, tape recording and fingerprinting equipment;
skill in physical defense tactics and first aid;
skill in the use of a motorized police vehicle in
emergency and non-emergency situations; skill to
type at a rate of 30 or more words per minute;
skill to make sound judgments; skill in interpreting
laws, ordinances, codes and policies; skill in
identifying and correcting potential safety hazards;
skill in operating a two-way radio and all other
assigned equipment; skill in recording and
organizing data; skill to perform work requiring
strength and agility in all weather conditions;
skill in conducting routine checks of prisoners
confined in the City jail; skill in providing
assistance and information to citizens regarding
police services, laws and ordinances; skill in
performing routine vehicle and equipment
maintenance.

Ability
to interpret and apply modern police methods, laws,
regulations, polices and procedures; ability to
identify and correct potential safety hazards;
ability to notify communications operators regarding
enforcement activities as required by Departmental
policies and procedures; ability to attend shift
briefings, receive assignments, handouts and
information regarding Departmental policies,
enforcement areas of special concern and other
relevant information; ability to identify and use
potential sources of data; ability to make
independent judgments; ability to respond to and
apply established procedures in emergency and
non-emergency situations; ability to make effective
use of time; ability to make sound judgments in
routine and none-routine situations; ability to
coordinate calls for service with fire, street and
animal control personnel, as needed; ability to
testify in court, serve warrants, direct traffic and
perform related duties; ability to establish and
maintain effective working relationships with
officers, supervisors, City personnel, personnel
from other law enforcement agencies and citizens;
ability to communicate effectively with the public.

Required Licenses, Registries and Certificates:

of Basic Pear Officer certification issued by
Texas Commission on Law Enforcement Standards
and Education
